The newly-formed Pencatte Supernatural investigation team is a squad in Pencatte, a northeastern-US Metropolis.
The city's economy - which was suffering from the same economic downturn as much of the Northeast - has been enjoying a resurgence lately, primarily because of the discovery of a set of catacombs in the city which date to the earliest European settlement of the area. in addition, some revealed markings in more crumbling parts of the catacombs have been proven to predate the European population by centuries and may even predate the known local indigenous populations.
In addition, Pencatte was built on a rail line in the manufacturing heyday of the north, and with the current issues with the highways, with long-haul travel, and with flight (harpies, among other issues), trains have once again become the way to travel long distances.

Being a human can include things such as psychics, enchanters, and most but not all potion makers.
Supernatural humans include those with elemental roots and direct magic users: sorcerers, mages, wizards, and witches.
Supernatural transformative include, vampires full Elementals, shapeshifters (werewolves, etc).
Restrictions for humans are almost non-existent; legal restrictions for transformative supernaturals can include where they can buy or sell food, lodging, and even services; there are crimes on the books that for transformative supernaturals mean an immediate death sentence without benefit of a trial or even an arrest.
While those are being challenged, it can still be deadly to be a vampire, for example, in the wrong areas. Supernatural humans are a grey zone in between.
For instance: being a telekinetic is a legally protected class; being a werewolf is not.
